"Zero tolerance": As well they should. But universities have to do their part to make sure students understand what "plagairism" means: Some students need to have it explained to them over and over because they see so much online that looks similar, they may not at first get it.

I taught in the journalism program of a unversity that asked you to restate its policy (and give examples of what "plagiarism" meant) in the first class of every semester. A part of me thought: Students must get sick of hearing this in every class (because the school also posted the policy online and in handouts). But it's necessary at schools where plagiarism can lead not just to failing a course but to suspension or expulsion. You need to make sure students have had every opportunity to understand what's expected.
