You say a lot that I agree with. But I'd make a few exceptions to the "let' em bag it" idea. For example, here in the South, Publix has a strong commitment to hiring baggers and others with disabilities for public-facing (not just behind-the-scenes) jobs. This is particularly praiseworthy because the two other big grocery chains in this area, Piggly Wiggly and Winn-Dixie, still seem needlessly to be keeping visible disabilities out of view.

I'd try to help people with disabilities in other situations, so why not at the grocery story store? The disabilities may make their jobs more challenging for them than for others. And I don't want them to quit or for Publix to fire them if it's at times harder for them to keep up. Not everyone with a disability wants--or needs--help. But some might appreciate it. So I'd view these situations on a case-by-case basis and build flexibility into your rule.
