Yes, @DavidPertmutter says a similar tragedy occurred in Canada involving something called butterbox babies. Both scandals sound awful.

What really gets to me about both scandals is that we think their abuses as the kind of thing that occurs in, say, Putin's Russia or in the 19th c. But these occurred modern democracies.
