What you heard is generally true. Publishers push big-advance books because they want to earn back the money they spent on them.

There are exceptions: Sometimes a small-advance book unexpectedly will get a great review in a major publication or will get chosen by a TV book club, which will make the publisher start marketing it aggressively. But you're right that fat advances tend to be a sign of high expectations for future success.
