Wearing masks outdoors when alone does seem odd to me, too. But the explanation could be innocent.

Florida and Alabama (at least the the southern part, where I live) have flowers in bloom all year long. They're more likely to trigger allergies than snowy Chicago in mid-winter would be. So maybe the parents of those outdoor kids in masks were trying to protect them from an intersection of Covid and an allergy?
