"We need a codified migrant worker ruling": Exactly. We have states like North Dakota that are desperate for workers. I don't understand why the U.S. couldn't say, for example, you're welcome to stay if you will move to ND, work in an industry desperate to fill jobs, and stay there for a set amount of time. What am I missing here?
