This seems appalling.

I had complained to the Department of Navy about not receiving my medals since I left the Navy in 1974. I was told there was a “technical holdup, and my medals were being reviewed.” It was the same story year after year. I eventually just gave up trying.

This seems appalling. If you want publicity for this, a lot of journalists might be glad to do a story on it.
