This is one of the best articles I've read on the moral dilemmas a hurricane raises. You usually read about these from the point of view of the victims or relief organizations. This is the first I can recall reading from the perspective of someone in the hospitality industry. And it's so well-written and informative that I think you could have published it elsewhere (e.g., in a magazine) and maybe still could. It would be a great entry in, for example, an anthology of essays by storm survivors.
I'll add only that I live in a hurricane-prone region that has suffered fearsome damage from storms, including having had a quarter-mile-long concrete pier destroyed by Katrina and a town-wide 5-day loss of power, Internet access, and more during Sally.
