You might submit it to Age of Awareness, the largest pub on Medium about educational reform, where I've had good experiences. I'm sure many teachers are wrestling the issues you discuss.

The size of the pub doesn't seem to affect boosting. though. I've had a string of boosts in publications large and small, including one that had just 139 followers when I submitted my story. Just suggesting Age of Awareness because you might find an especially receptive readership there.
