They definitely were better off, esp. if officers.

My understanding of the use of ships was: The draft in Dunkirk harbor was too shallow for big naval ships, so the "little ships" had to ferry the evacuees out to the larger ones in the deeper water.

But I'm sure you're right about the propaganda involved in playing up those "little ships." The ordinary people's efforts still seem pretty heroic, though.
