There's so much of this online. A related phrase I dislike, which you see a lot in titles, is: "It's OK to ..." (as in, "It's OK to like..." or "It's OK not to like").

Not sure that one qualifies as passive-aggressive, but it always strikes me as faintly patronizing: I don't need your permission to like or not like something. We're all adults here.
