That's such a good point about the risk-aversion in publishing. It no doubt helps to explain a trend I wrote about not long ago on this feed:

Publishers are paying ever-more-staggering advances for books by blockbuster novelists whom they see (sometimes wrongly) as a sure thing. Meanwhile, advances for everyone else either are stagnating or going up only modestly.
