That’s definitely the perception. But, fortunately, there are still exceptions.

In book publishing you often see them when a book (esp. literary fiction) wins a big book award. The book may have come from a small press — and neither the publisher nor the author may have marketed it much — but judges love it, and it takes off after the award.
