Thanks, Kay. I'd say that the most progressive thinkers in America agree with you that if poverty is the cause, you have to focus in easing that.

That's partly why we have a strong movement here toward easing onerous bail requirements that keep parents and others in jail when they can't pay incredibly small amounts. It's not the courts but the children who are hurt if they're kept away from their families because they were busted for marijuana possession and can't pay a fine of, say, $100.
