No. Kirkus has two divisions: Kirkus Reviews (which does NOT charge) and Kirkus Indie (which does charge).

It's confusing, I admit, and Kirkus should probably do more to clarify it. But I reviewed for years for Kirkus Reviews and never did a self-published book.
