It's such a mess that, whenever possible, I say "judicial system" instead of "justice system" (as in the subtitle on this story). There's no "justice" in our system for vast numbers of people: Harvey Weinstein bailed himself out of jail after his arrest, but we have people who sit in jail for weeks or months after, say, being caught with a few ounces of weed because they can't pay small court fees.
It's very perceptive of you to realize from afar (correctly) that the system needs to be fixed at the federal level, something that too many Americans can't see and that, alas, won't happen with the Congress and Supreme Court we have now.
Attempted fixes are happening mainly at the state level (one commenter here notes that Illinois has abolished bail). It's so bad that nonprofits like churches are stepping in: Some are going to jail and bailing out the potentially innocent poor stuck there because they can't pay small fees. I salute them all, but it's tragic that they have to do it.
