Interesting idea I haven't heard before. In the U.S., we can't even de-privatize all health care for humans, so it wouldn't fly here. But every pet owner I've talked to about the issue says that the private pet health insurance that Americans CAN buy is woefully inadequate. We clearly need fresh ideas, and I appreciate your making one.
