I believe it. Maybe 20 years ago, newspapers in Scotland were talking about its low replacement-fertility rate while I was visiting and--if I remember correctly--about how Scots soon might not be replacing themselves (which had implications for the Scottish independence movement and for the devolved Parliament that would come later).
