For non-Minnesotans reading this: Am I right that "Minnesota Nice" means "not nice" (or nice to your face but mean behind your back)?

It's funny you mention the food at polling places, because I thought the Midwest might be the one place besides the South that would have them. But when I lived in Ohio (when I was a columnist for the Plain Dealer), I didn't see it, so I wondered.
