But "it" is capitalized per both of the two major style books: CMoS (for scholars) and AP Stylebook (for journalists)! Who said it isn't capped? Here's the Chicago Manual of Style:

“Is” is a verb, so unless it's hiding behind a contraction, it should always be capitalized in titles mentioned in the text or in a Chicago-style source citation.
